Why isn't Al Harris in the Packers HOF?

Shutdown corner who had a memorable interception in OT. Why hasn't he been inducted?

Seven years in GB, 14 interceptions, 2 forced fumbles. Very good player, not outstanding here long enough. For a team that's been here 100 years the HOF has a high standard to meet. Not everyone gets a participation trophy for being just better than average. Don't ask me how Majkowski made it in.
