My understanding is he wants the city to pay 1/2, $175M and that a SB hinges on the renovations. Miami needs to understand they get the money back after a single SB.

Most are owned by the City, but Miami is different (to my recollection) in that it was funded 100% by the owner. It would seem to me the owner then would have access to vending/parking/etc revenues that would not be league shared.
