Medical Re-Checks: These guys were hurt for large portions of 2024 and are still in some stage of recovery; it makes sense that they would want to get a good sense of the progress. Whether the checks look good or not will likely determine whether they remain on the board.

Character Scouting: These are guys who have some degree of smoke following them around because of character issues; it makes sense that they would want to spend time around them. Depending on the feel the FO gets for them, they will either make the board or get scratched off.

Late Round Options/UDFA Recruiting: I don't think we can rule out early picks at OL or CB, but the Packers also want depth there and it's clear that both positions are priorities for the late rounds or UDFA.

Pure Interest OR Smokescreen: These are the players who are projected top 100 and don't have character or medical issues. So either the interest is genuine or they're trying to mislead other teams. Personally, I wonder if the receivers are fallback options (maybe even via a trade down) if their board gets wiped out by #23. I could easily imagine Sanders being a primary target at #54.
