If the board is rather empty of top talent at #14 and the Great Bill Belichick calls and says "we will give you our #23 and #31 for your pick", do you take the deal?

What does "rather empty" mean in this case?

Poor choice of wording, sorry.

Basically, all the Packers top tier of picks, ones worth a #14 are gone, leaving them a large group of players that have more mid to late round grades.

I"m gonna be signing off, so for the #24 pick by the Carolina Panthers, here's my list of options:

1. Jaire Alexander, CB Louisville. Panthers need a CB after trading Worley and Breeland failing his physical, and Alexander is a speedy one with swagger.
2. DJ Moore, It wouldn't hurt to give Cam Newton a real target. Moore's stock has been going way up, moving him past Ridley. He's fast as hell.
3. Juston Reid S, Stanford. Panthers have a big void a at safety. Reid should come in an start.
4. Mike Hughest, CB, Central Florida. Who's the better CB, Hughes or Alexander? Alexander has the speed, but there are injury concerns.

So Slacker seems to be busy at the moment. However, his second choice for the Bills at #12 is still on the board here at #20. So the Bills select:
