Here's the whole thing.
I will bold-green our picks.
And also I am going to bold the teams extra picks (because I can see some of those being traded on draft-day trades. Remember, comp picks cannot be traded.

I certainly could see Trader-Ted trading down out of our #21 pick if a couple of things occur.
#1- If the guys he targets there are all gone. And #2- If he gets a call from a team who wants to move up into that bottom third area, whether it's someone who already picked and now sees a guy slipping that they already considered, or if it's a team who picks late in the round who has a guy they love who's still there at #21. I read something today to take note of. A team may want to trade into that back part of the 1st round to select the QB they want, rather than try and get him early round 2, because then the team gets that 5th year option. That means cheaper 5th year - IF the player pans out.

We have the Big 3 QBs in Manziel, Bortles, and Bridgewater. There's also Derek Carr. And then there are some teams who love Jimmy Garappolo, from Eastern Illinois, Zach Metzenberger from LSU and AJ McCarron from Alabama. Tom Savage from Pitt is loved by some.
One or more of these surprise QB's is going to go in the bottom part of round one.

Cleveland and the 49ers have a lot of extra picks. Cleveland needs and will take a QB high.
Not so the Niners of course who have the Packer-killer in Wisconsin native Colin Kaepernick.

I really cannot see a match for us to trade out of #21 though. The only thing I could see would be Cleveland wanting to leap up from 26 to 21 to make sure they got the guy they wanted. Not sure of trade value points, but I'd need their #26 pick and #35 pick, and we'd have to give them back something. Maybe as high as our own 2nd rounder (#53) to make it fair.

Depending on the scenario, Teddy might prefer 26 & 35 to 21 & 53.
I just found the trade value chart.

Values:
21- 800
26- 700
35- 550

53- 370

Packers would probably have to cough up a mid-round pick as well to get a deal like that done. If a team was desperate, maybe. Ted never screws anyone though. His trades have typically (points-wise) favored the other teams if not even. Or maybe we'd trade them our #21 pick for their #26 pick and get their 4th rounder (#106 overall). That extra pick for moving down 5 spots would be great if Teddy still got the guy at #26 he wanted at #21. Could be a Chris Borland, or Shazier, Ward, who knows.

Jordy Nelson, Matthews, Harrell, Collins, Brohm, Pat Lee; Teddy has thrown us for some early draft loops in the past in the first and second rounds.

#26 and #35 would be great for the Packers. I agree that Dix, Pryor, Ebron, and Mosley are all likely to be gone by #21, and unless someone unexpectedly falls (like Barr), there's no obvious "pick me" there at #21 and we're better trading back.

If Cleveland was willing and wanted, say, a 5th rounder to go with the #21 and #53, I'd say go for it. You could get Shazier at #26 and another major prospect at #35: anyone from Hageman to Amaro to Beckham. . . and many others who won't be there at #53.

That trade would be my #1, but there's also the possibility of trading our #21 and get Clev #35 and #71, that would leave us with some ammo on the second day, maybe to trade the #71 and #85 back into the second round, leaving us with 3 second round picks and the third round comp.
