Another thing to consider with Bakhtiari's situation is that if the Packers keep him on the PUP list he won't be allowed to practice for the first six weeks of the regular season. That would most likely mean he won't be ready to play for some more weeks.
Therefore activating him to make the initial 53 and then putting him on IR makes sense even if the Packers expect him to not be ready until mid-October.
