The second phase is also limited to four hours per day, but all coaches are allowed on the field. The workouts can’t include offense vs. defense situations or one-on-one drills, and no helmets are allowed. This period lasts three weeks.

It's not the individual teams holding preseason camps, it's the NFL telling them how to do it.

OTA's are different than mini-camps and training-camp. The rules are a little better, but yes even during the season there are rules limiting practice and etc.

Push for change in the new CBA. This is why to get something better that is more in line with what coaching staffs would want the owners have to practically force a strike.

You'll notice McCarthy stopped developing backup QB's after the new changes. He didn't forget how to coach them, he just didn't get the time/opportunity to do it anymore. However, that does not excuse his offense's shortcomings. He simply could not/did not adjust to his personell.

Yeah, maybe McCarthy could have developed Hundley more if he had the extra time he wanted. Clearly he saw something in him. And I agree on his not adjusting, he seemed to be too stubborn, he wanted the players to adjust to his scheme, and not the other way around. The next man up thing worked in 2010, but that was a more talented team.
