I know that this was discussed in a thread sometime in the past year, but I wasn't able to find it in the Search:
Two topics are discussed in the article:
1) Green Bay is letting a developer build on the site of the Packers Heritage Plaza, which caused a fight. The plaza will be dismantled with no plans for a new location.
2) The City and the Packers continue to negotiate about the lease, with the Heritage Plaza issue identified as one of the impediments.
